Likewise, the purpose of a stakeholder map is to provide situational awareness for the policy maker or researcher about its stakeholder environment. Stakeholder maps identify and take into account the relevant features of an organization’s external and internal environment so that individual parts of the system can be analyzed in isolation, as well as in relation to each other. The process of Identifying the individual parts of a system and analyzing how they inter-relate with each other is often referred to as a systems approach or systems analysis.
A stakeholder map is by design an oversimplification of the stakeholder environment or system. It is supposed to put all the identified stakeholders that comprise a system on one page so that the analyst can view the entire system and its elements “at a glance.” This is the first step that should be taken when analyzing the complexities of a stakeholder system.
Figure 1.3 in the Allen and Sawhney text provides an illustration of the criminal justice system from the perspective of a criminal offender that enters the system from one end, and exits the system at the other end. As you will see in that diagram, there are many stakeholders involved, and many different pathways that the offender can take, depending on many variables and outcomes.
Figure 1.3 (ATTACHED) is more of a flowchart than a stakeholder map, but it because all the elements of the system are in place, it can be construed as a stakeholder map in its own right. Typically however, a good stakeholder map is much simpler than that one.
