The case study that I am planning to do is related to Magna Carta for Residential Electricity Consumers. I get the idea of this topic based on my experience. My mother’s home town is in the province of Occidental Mindoro, and every time we visit there, we always encounter a power shortage (brown out), but before it only lasted for about an hour. However, there have been power outages that have affected the entire province of Occidental Mindoro recently. The consumers and end-users demand an appeal for it because the province has endured six to 14 hours of power outages from June 27 to July 29, 2022, which affect millions of residents in Occidental Mindoro. Because the Magna Carta resolution focuses on the rights and obligations of residential consumers, this is the best topic I can think of. The main purpose of the case study is to discuss what happened to the distribution utility Occidental Mindoro Electric Cooperative, Inc. (OMECO) as well as how they addressed or resolved the said crises. Also, to fully analyze and deeply understand the rights and obligations of residential consumers. Furthermore, to raise awareness that will not just benefit the residential consumers in Occidental Mindoro but also the distribution utility, OMECO, in avoiding having this power crisis happen again.
