, UN! TED S TATES F POSTAL SERVICE August 2, 2019 Dear Bulk Mail Techs, We would like to inform you of an upcoming change for the Bulk Mail Entry Unit (BMEU). Four positions will be eliminated from the CSG Crawfordville location. The two fulltime positions will be removed and the other two split-time positions will be changed. The two spit-time positions will now be BMEU jobs with part of that time devoted to Postage Due and State Agency. We do not have a specific date for this occurrence but expect it to take place within the next couple of months. If you currently work at the CSG location, please begin to prepare yourselves for a change in your work schedule and work location. As you may already know, CSG has adopted a new mail processing method. They have converted to seamless and elnduction. This allows them to prepare their mailings without the direct oversight of postal personnel. It is no longer required to perform nesting samples or collect data for the induction or continuous mailing logs. Also, you’re no longer required to supervise the loading of postal trucks, and they don’t need an official seal. However, two things are still required: I The performance of seamless samples 0 Verification of CSG’s Certificates of Mailing We are trying to determine the best way to complete these tasks after these changes. More details will be available at a later date. What’s next? Unfortunately, two bids will be eliminated and at least two employees will be released from the unit. These employees will become unassigned regulars. They will either be placed in a position in the plant or at one of the stations. We understand this is not ideal for the persons who will have to leave the unit, but we encourage you to realize how much of an asset you will be in your new position. You are all knowledgeable workers and we need people like you to help mentor and lead others who have yet to receive the training of Bulk Mail Techs. Your coworkers, and the company as a whole will be better because of it. After these positions are eliminated or changed, you will be given a list of available Level 7 positions in the Tallahassee area. They will include the two BMEU positions that will be changed and any other Level 7 positions available in the city. Every Level 7 clerk in Tallahassee will be given a bid sheet and will be eligible to bid on these positions, regardless of current position title. You will have one week to complete and return the bid sheets. You are not obligated to bid, but if you are one of the Bulk Mail Techs removed from your position, you will likely be released from the unit and your retreat rights will be withheld. More on this later. After all the bid sheets are returned, you will be placed in your new position based on seniority. The most senior person will receive their first choice. Then, the next senior person will receive their first choice as long as it hasn’t been taken. If the job is not available, he or she will receive his or her second choice. This will continue until all the positions have been filled. Any employee who does not receive a position will be released from the BMEU. Those employees will become unassigned regulars and will be placed in a location based on the needs of service. During this time, your Level 7 pay will be retained. You will then need to begin to bid on the regular bidding system for an open position. If you participated in the Level 7 bidding process but didn’t get placed into a position with the BMEU, you will be given retreat rights. This means if any position comes available in the BMEU in the future, you will be one of the first to have an opportunity to get it, based on seniority. You will keep these rights until you have had the chance to be placed back into the unit. If you decide to pass on a position offered to you, the next person will be offered the position and your retreat rights will end.
