“Maintenance is everyone’s responsibility” Just outside the small town of Onickaville, IA is a subdivision of 57 residential lots. Since the subdivision is outside the city limits, the town does not do any up-keep on the roads; the county does not provide up-keep either as it is not an accepted county road. There is one main gravel road that runs down the length of the lots. The road develops chuckholes in the summer and can be covered by snow in the winter. It can be dusty, hard to navigate, damaging to vehicles, and impassable during heavy snow fall. All maintenance is the responsibility of the property owners. Road graders smooth the road several times in the summer and snow plows are often needed in the winter. The property owners are not officially organized; there is no property owners’ association to govern the subdivision. A loosely organized group of residents has taken it upon themselves to seek money to pay for maintenance of the road. The system is not working well. Here are some facts about the subdivision. Of the 57 lots, the first eight, nearest the paved highward, are 150-front-foot lots. Another five are at the dead-end of the street in a cul de sac and have 85-front-foot lots. The remaining 44 lots all have 100-foot lots. Of the 57 lots, nine have not been sold and are owned by the developer. Another 23 lots are undeveloped raw land. The remaining 25 lots have homes built on them; 18 homes are permanent residences and seven are vacation homes lived in primarily during the summer. The original purchase prices for the lots varied extensively, and the investments (buildings, landscaping, and son on) on the lots range from high end to moderate. For the past five years the informal group of residents who have tried to collect money for road maintenance has mailed letters to lot owners who do not live in the subdivision and has contacted face-to-face those who reside in the subdivision. They have sought “what you can afford or wish to contribute.” Contributions have ranged from $5 to $750. They have raised about $20,000 a year on average with this technique. With rising maintenance costs, this amount is inadequate. Current predications are for $27,300 this year, and about 10% annual increase for the foreseeable future. The problem is that not all lot owners contribute, or they contribute unequally. Some do not respond at all. Typical responses include these: “I live nearest the paved road, so why should I help maintain the rest of the road.” “My lot is smaller than almost all of the rest, so I should pay less.” “George lives at the end of the street and has the most to fain, but he never contributes.” “I have a four-wheel-drive car so I don’t care about the road conditions.” “I live here year ’round, so I am willing to contribute my share. How much is a fair share?” “My lot is undeveloped, so I don’t care about road maintenance.” Your uncle Andrew is one of the permanent residents and has been among those who have worked to raise funds. He realizes the current system is not working, and that things are getting worse. He has asked you, as a business student, to help him come up with a plan on how to equitably fund road maintenance. He believes that if a proposal that treats lot owners fairly is presented to them, most will contribute their fair share. He wants you to prepare a business report that examines the issues, researches the alternatives, and makes recommendations. He anticipates sending an electronic version of your report to the lot owners. He has suggested to you that you examine the variables of front footage, distance from the paved road, residency, and general “fairness,” among others. The Research: Use whatever data gathering methods you wish to do a thorough job of gathering your information. You may use primary research (interviews, surveys, and so on) and/or secondary research (library, internet, databases, etc.). The Report: Organize the report in a logical fashion. Include a major section of Recommendations for Mr. Andrew Smith that pulls together his major issues and your answers to them. Use the following headings, although you may add additional headings and may change the wording of the headings. Inteoduction, background, and problem Data gathering techniques Research findings Analysis of the alternatives Recommendations The Format: Type your report, 12-point type, single spaces, with a blank line between paragraphs. Include a title page and an abstract. 10 page minimum requirement. Be concise, thorough, and direct. Include a bibliopgrahy and in-text citations. Appendices are acceptable.

Criteria I thought of for that: Effectiveness, Cost, Ease of implementation, fairness. set a weight for level of importance and use a scale of 1-5 for each criteria under each solution. Should be in the form of a table
charts, graphs, tables and figures should be used. One figure I thought of making would be a diagram of the street layout.
