Strategic objectives, also called strategic priorities or grand strategies, are high-level organizational goals that are typically accomplished over a period of three to five years. Health care organizations often have four to five strategic objectives at any given time. To accomplish these strategic objectives, organizations develop measurable operational (department level) and tactical (units or individual level) objectives. For this Discussion, you examine the strategic objectives of your health care organization and consider how to accomplish them through operational and tactical objectives.

Organizational Development, Workforce Planning, and Succession Planning
Organizational development is focused on improving the efficiency and effectiveness of a workplace. As part of this process, strategic planning professionals often work with leadership teams to develop strategies for short-term and long-term organizational development, including workforce planning and succession planning. This helps ensure that health care organizations recruit, train, and retain employees that are capable of meeting strategic objectives. For this Discussion, examine the following scenarios and suggest strategies for organizational development, workforce planning, and succession planning.
Scenario 1: Park Post-Acute Care Services has been providing quality nursing home and home health services for 70 years in rural Texas. It is a family-owned business that has been passed down through the generations to family members eager to provide service to citizens in the community. About three years ago, the leadership team created a five-year strategic plan in anticipation of some members of the leadership team retiring after fully accomplishing the plan. The remaining members committed to serving as chief executives of larger health care organizations. However, the strategic plan failed to include a succession plan for identifying talented professionals who will be able to lead the organization after the long-standing leadership team of 15 years vacate their positions in two years.
Scenario 2: Whitesville Medical Center has been providing quality patient care in Louisiana for over 100 years. However, during the last five years, the organization has experienced significant turnover in middle management positions in the Housekeeping Department. In fact, the average tenure of a middle manager is only six months, and there is a current vacancy in the day and evening shifts. Because of the unstable management team, no one has been able to hold supervisors accountable for facilitating appropriate orientation of new staff, ongoing training of the seasoned employees, and routine audits of the employees’ performance. Unfortunately, the breakdown in management oversight has led to a lack of employee training in cleaning and sanitizing patient rooms, surgical suites, and public areas including the restrooms and waiting areas. The lack of cleanliness and sanitation has led to an outbreak of nosocomial infections impacting several patients and causing them to remain in the hospital for a longer period of time. The Centers for Medicare & Medicaid Services and the Joint Commission have received anonymous tips about this outbreak and have sent survey teams to conduct unannounced visits at the facility, which could lead to fines until the issue is fully resolved by the medical center.
Scenario 3: Myrtle Healthcare System is an integrated health care organization providing health care services in Colorado. Recently, an investigative reporter from the local television news station reported that leadership at Myrtle’s flagship hospital, Jackson Hospital, will be getting annual bonuses of $25k in December and a 10% increase in their salaries for the next year. This story comes at a time when frontline staff members have been complaining repeatedly about the deplorable working conditions and lack of pay increase in five years. Unfortunately, leadership has consistently refused to host an employee town hall meeting to discuss their concerns collectively. The employees are now asking for the union to intervene so that this matter may be quickly resolved to restore the employees’ trust in leadership and the public’s trust in the organization’s ability to provide quality patient care.

Key Performance and Evaluation Indicators
To ensure that leadership is able to accomplish its grand strategies and operational and tactical plan, it must establish key performance and evaluation indicators. The indicators should account for every operational/tactical objective. For example, if a hospital has a grand strategy to improve health outcomes at its facility. Its operational and tactical plan could include operable and dependable medical devices, adequate and trained staff, and an effective electronic patient triaging and tracking system. Key performance indicators to ensure that the hospital has operable and dependable medical devices include, but not limited to, percentage of failed devices, percentage of antiquated devices, and percentage of patients experiencing adverse actions as a result of a failed device. These indicators are measurable and can be tracked on an ongoing basis by the administrative and clinical personnel. Such information is crucial in helping leadership to determine if it is moving in the right direction of accomplishing its grand strategy of improving health outcomes. Now, the organization’s leadership would need to set the benchmark or threshold for success and failure. For example, a successful percentage of failed devices could be 1%. In other words, anything above this threshold would be considered a failure and the organization must act quickly to reverse a downward trend. However, in viewing this matter in context, we must understand that not all failed equipment adversely impact a patient; however, when it does, it is problematic for the organization. Therefore, one occurrence of a failed equipment that leads to a patient injury or death is one too many as it exposes the organization to legal risks.

Developing a Strategic Plan
The strategic planning process is essential for all organizations. Strategic plans help organizations’ leaders and stakeholders keep sight of their missions and visions, achieve their goals and objectives, and address their challenges and issues. As a health care leader, you must be able to develop a strategic plan and use it to drive your organizational decision making. For the Final Project, you develop a comprehensive strategic plan to address challenges that have adversely impacted a health care organization.
To prepare:
Review the Hillsboro County Home Health Agency, Inc. (HCHHA) case study in this week’s Learning Resources.
Note: Your Final Project should show effective application of triangulation of content and resources in your conclusion and recommendations.
The Assignment
HCHHA’s board of directors and executive leadership team have asked for your assistance with addressing some of the major issues that have adversely impacted the organization’s financial and operational performances. They have requested that you advise them on the following:
Strategies to help the organization address the absence of a Medicare-certified hospice, which has inconvenienced patients and their family members and has led to negative publicity for the organization
Strategies that might improve HCHHA’s overall financial performance
Strategies that might improve HCHHA’s operational performance
Strategies that might assist HCHHA with effectively addressing the various external factors that may potentially threaten its market share
In a 20-page strategic plan, include the following components:
Mission statement (provided in the case study)
Vision statement
Core values
SWOT analysis
Grand strategies or long-term strategic priorities
Operational and tactical plan
Key performance and evaluation indicators
Change management plan, including the following:
The size of the change and its impact on the community and the organization
The organization’s readiness for change

The 20-page narrative plan should be written as if it were to be presented to the board of directors. The plan should also include the following pages that will not count toward the 20-page limit:
One-page Executive Summary
Tables, graphs, and/or charts
The plan should include at least 15 current (no older than 4 years) quality resources, with 10 of those resources being from peer-reviewed sources.
In addition to the paper, you must produce a PowerPoint presentation highlighting the key elements of the paper. The presentation should not be more than 15 slides, excluding the cover slide and the appendices. Be sure to include 100- to 150-word speaker notes to explain the content on each slide.
This Assignment is due by Day 7 of Week 10.
