Roles of the federal government and state governments in the policymaking process?
Public policymaking structure and process discusses the different outlets of government and each role it plays for individuals, and organizations in implementing policies, and decision making. State governments in the policymaking process are responsible for implementing policies, and gathering information, allocating funding where needed while reviewing, monitoring, and supervising state programs, and agencies (Teitelbaum & Wilensky, 2016). In addition, states have their own courts of justice where the governor is lead of the state executive branch and can set rules, higher high-level state officials, and have state administrative agencies to distribute rules and guidelines that carry out state laws (Teitelbaum & Wilensky, 2016). Federal governments are responsible for making sure public policies are passed so that organizations are regulated, citizens are protected, and to provide help to state and city agencies. Moreover, the federal government can control interstate, and foreign commerce, spending, and additional national policies (Adkins, 2020).

Committees are very strong forces in congress, and they are important when it comes to making decisions. Several roles of the committee entail drafting bills, providing resolutions, and constitutional amendments, educating members on important topics, working closely with the president, his administration, and lobbying to gain support for bills while holding trials, and providing oversight on agencies and programs to name a few (Teitelbaum & Wilensky, 2016). Committees that are permanent are known as standing and these committees have direct responsibilities and controls. With 20 standing committee members and 15 in the senate, some have authorization jurisdiction that only allows, program, and agency implementation (Teitelbaum & Wilensky, 2016). Moreover, additional committees have appropriation authority, which allows them to fund programs and agencies while standing committees have full oversight where they can monitor a program’s progress and track how funds are disbursed. All the committees are the same as they provide health delivery systems, research, and funding for healthcare.

Congress and state legislatures influence the creation of public health by the implementation of the three branches of the U.S. Government (Legislative, Executive, and Judicial). The branches can change the actions of other branches to check if the information being disseminated is correct. Between the House and the Senate, agencies are regulated in cabinet-level departments. Within the boundary, each state has the right to allow constituents to elect leaders as chosen. There are many reasons that set the tone for public health policy and many stem from personal challenges. Individuals who have experienced trauma due to losing a loved one may become an effective lobbyist for change in drinking and driving laws. In Michigan, Jasmine’s Law, which was put in place demanding measures for traffic safety near schools was enacted in response to her parent’s lobbying after the loss of their daughter (“University Outreach and Engagement – Michigan State University,” n.d.).
