FULL TEXT For decades, the mug shot and the ink-stained fingerprint have served as the core collection techniques used by
law enforcement to identify suspects involved in crimes. However, evolving DNA technology offers the best and
most accessible evidence at identifying perpetrators of violent crimes.
Nearly 30 states collect DNA samples from felony arrest suspects to aid in solving violent crime. Indiana should be
the next in line to join these forward thinking states.
State Sen. Erin Houchin, R-Salem, is the sponsor of legislation introduced in the 2017 Indiana General Assembly
(Senate Bill 322) that will allow DNA samples to be collected from arrested felons and then added to a national
database. The proposed bill has bipartisan support from State Sen.r Jack E. Sandlin, R-Indianapolis, State Rep. B.
Patrick Bauer, D-South Bend and State Rep. Gregory Steuerwald, R-Danville.
This proposed legislation is an important next step for all county prosecutors and law enforcement officers to
solve violent crimes in their communities. We have witnessed how necessary and effective this database works in
recent months involving a central Indiana homicide.
The well-publicized 2016 murder of an 82-year-old Zionsville man, simply standing in his driveway, left police
detectives puzzled. A break in the case came when known DNA, taken from a previous Ohio arrest, matched
unknown DNA in the central Indiana case. A suspect is now in police custody and awaiting trial. As always
however, a criminal charge is merely an accusation and every defendant is presumed innocent until and unless
proven guilty.
Some opponents believe this new legislation may be an intrusion on civil rights. However, a 2013 U.S. Supreme
Court ruling found that collection of DNA samples from arrest suspects did not violate their Fourth Amendment
rights.
It is time for Indiana to join other states and make use of modern technology to help solve violent crime and make
our communities as safe as possible. Please contact your local state representatives and encourage passage of
Senator Houchin's bill.
