   “It is difficult to escape the conclusion that the war on terrorism has been highly problematic on almost every level ….. Not only has it failed to achieve any of its core security objectives, it has resulted in enormous and long-lasting human, material, political, and social costs to individuals and societies around the world. Moreover, the negative consequences of this conflict will in all likelihood be felt for generations to come, in the same way that the cold war has had a lasting impact on almost every aspect of the international system. Perhaps most disturbingly, the war on terrorism has in recent years transformed into a self-perpetuating, self-sustaining conflict. This is because, first, the military-industrial complex is now heavily invested in maintaining the campaign to sustain its system of profits, and second, because it acts as a self-fulfilling prophesy in which foreign military intervention and internal repression prompts the very behavior it seeks to prevent – thereby justifying ever greater counter-terrorism efforts. In effect, counter-terrorism has become pivotal in promoting terrorism.”
