Policy Identification Brief Paper Assignment: Each student will identify one policy at the federal, state, or local level directly related to their dissertation research to serve as their “unit of analysis”. The policy identification brief should clearly outline a particular public policy including:
1. Define the public policy problem
a. Describe the problem using evidence to support your claims.
b. Whom does the public problem negatively impact?
c. What is the geographic scope of the problem?
d. When and how did the problem develop?
e. What are the power dynamics caused by the public problem?
2. Analyze the policy types, tools and scope of the public policy.
a. Brief description of the target population.
b. Geographic scope of the public policy.
c. What policy types and specific tools does your policy use to govern the implementation of the policy?
3. Evaluate the development of the policy.
a. Where, how, and by whom did the policy originate?
b. How does the policy seek to address the policy problem?
c. What are the current challenges with the policy?
d. What are shortcomings and proposed changes associated with the policy?
The paper must include an application of one (or more) policy framework (s) that can help make sense of how the policy developed and has been implemented over time. The policy identification brief should be 3-5 pages (no more than 5 pages), double spaced, 12-point Times New Roman font. The references do not count towards the 5-page limit. In addition to being evaluated on the three content areas above (20%, 30% and 30%, respectively), the policy brief will be evaluated for attention to detail, including: spelling, grammar, appropriate use of references and general readability (20%).
