At the start of this course, you were divided into teams, and each team was assigned to a nation in the Five Eyes intelligence alliance. As a nation team, you collaborated to represent and defend the cybersecurity policy and posture of the nation assigned to you.
Your team was also assigned to a critical infrastructure sector, which you will also represent in Project 4. Research for Project 4 is designed to span the entire term, and your team is expected to complete it in parallel with Projects 1 through 3.
You will work with your team to prepare for and then complete the Executive Leadership In Tabletop Exercises (ELITE) activity, and then write a report that identifies risks to cyber networks within the critical infrastructure industry segment assigned to your team and proposes recommendations to mitigate risks and make the networks more secure.
This project will span the entire course but should take about 24 days to complete. After reading the scenario below, proceed to Step 1 where you will establish your team agreement plan.

The team of cybersecurity intelligence analysts remains diligent in securing the nation’s communication networks during the global summit. As the summit proceeds, your CISO summons your team for an additional task.
“You are doing a great job of preserving our nation’s cyber posture, but everyone is still on edge,” she says with a sigh. “Particularly the United States, which is scheduled to host next year’s economic summit.”
She continues: “The allied nations have agreed to combine forces to improve and support procedures for next year’s summit. All allies now have access to the United States’ ELITE.”
“Who are the ELITE?” one colleague asks.
“Not who. What,” the CISO replies. “ELITE stands for the Executive Leadership in Tabletop Exercise. And we’ll use it to protect the critical infrastructure sectors that could be at risk during the next summit.”
Each nation has been assigned a business sector. Your job is to complete ELITE, a simulation in which you battle against your enemy nations’ most malicious cyberattacks. As you progress through ELITE, you will discover risks and threats to your assigned sector. By the end of this exercise, your team should have a testimony and defense strategy for your assigned sector. You will share the strategy with your allied nations.

When you submit your project, your work will be evaluated using the competencies listed below. You can use the list below to self-check your work before submission. You will not be graded on the scores your team achieves for the ELITE rounds.
Step 1: Establish Team Agreement
As a part of your nation team, an agreement needs to be established in order to work efficiently on each project. Begin by revisiting your team agreement document, which includes a suggested schedule for project completion. Update the team agreement with roles and assignments for this project. Your team will use this document as a guide to establish a plan for completing and submitting the group tasks. When you have completed the plan, resubmit it for review in the dropbox below.

Step 2: Preview ELITE
To prepare for the fast-paced cyber battles in ELITE, the first step is to watch the introductory video titled “ELITE Overview.” This is the first of three videos that will prepare and guide you in completing the tabletop exercise.
Once you have viewed the video, begin familiarizing yourself with the contents of both the Application Model Reference and the ELITE Student Manual. Begin to learn about ELITE and your assigned sector by reading sections in the student manual: “2.1. Themes” through “2.5.2. Team Goals.” This will give you an overview of the exercise and your team’s objectives and perspectives. For an idea of decisions that will need to be made relevant to your sector, see the appropriate table in “3. Decision Reference” in the Application Model Reference.
After you finish the video and reading, proceed to the next step, in which your team will address policies in your sector at the federal and state levels.
Step 3: Compare Federal and State Policies
In the previous step, you were provided with a video and reference materials that gave you an overview of the tabletop exercise and the sector assigned to you. Now, each team will need to prepare a brief, itemized list of cybersecurity policy issues as it applies to the team’s assigned sector. After completing the list, with the same industry-specific focus, each team will write a two- to three-page Federal and State Policy Comparison report that compares federal policies with individual state standards that might exist.
